Welcome to the Port of Vancouver's on-line e-Bid system. Complete the New Vendor registration by selecting a roster(s) or vendor list you are interested in applying for in your type of work. Registration and use of this system is free. The Port of Vancouver encourages participation of Certified Firms (DBE/MBE/WBE, etc.)
A summary of current solicitations are available for viewing by clicking on the "Solicitations" tab. An account must be activated to review project details, to download documents and to be sent notification of solicitations.
The following Rosters/Lists have been established:
SMALL WORKS ROSTER ($299,999.99 or less) REGISTRATION
For public works projects $299,999.99 or less, the Port of Vancouver maintains a roster of pre-approved contractors by type of work. To be approved for this roster, contractors are required to complete the online registration, provide an acceptable insurance certificate and upload a signed Small Works Contract. A current IRS W-9 form is also recommended. Work under this contract is awarded through competitive quote or formal sealed quote approval process. Contractors must meet these Small Works Roster requirements prior to the award of a project.
PUBLIC WORKS (Formal Bids $300K+) REGISTRATION
This is a list of contractors who are eligible to perform public works projects that cost $300,000 or more. To be considered for inclusion on the list, contractors are invited to complete the online registration. Work under this contract is initiated through the formal bid approval process.
- Please note: The Port of Vancouver is a public municipality and state law requires prevailing wages be paid to all workers involved in public works. Prevailing wage rates are available from the Washington State Department of Labor and Industries (L&I) Web site. In accordance with state law, the port may not pay any contractor or subcontractor working on small works roster quotes or formal bids until a Statement of Intent to Pay Prevailing wage document is received from the contractor and any subcontractor working on our projects. PROFESSIONAL SERVICES ARCHITECT & ENGINEER (A&E) ROSTER REGISTRATION
Properly licensed and qualified firms may register, submit and maintain Professional Services A&E Application Form online which Port of Vancouver personnel will utilize to select engineering and architectural firms to provide services on an as needed basis in accordance with RCW 39.80.040. To be approved for this roster, consultants are required to enter a current WA State A&E Professional License number upon registration. An acceptable insurance certificate, list of references, and current IRS W-9 Form are also recommended for uploading to the site.
If selected to provide professional services to the port, firms will enter into a Professional Services Contract with the Port of Vancouver detailing the service to be provided. (a review copy may be downloaded from the documents section below).
OTHER ROSTERS/LISTS REGISTRATION
Registration for other rosters/lists has been established for Professional Services – Personal Services, Plan Centers, Vendors and Other. To be approved for this roster, please complete the online registration.
SOLICITATION CATEGORIES AND INVITATIONS
Categories have been established to classify the types of services used. Select categories based on the type of solicitations for which you prefer to receive notifications.
• Category 100 – CONTRACTORS for Small Works, Public Works, and Construction Maintenance
• Category 200 – VENDORS/SUPPLIERS for Purchased Services, IT, Materials, Supplies and Equipment
• Category 300 – ARCHITECTS/ENGINEERS for Professional Services Consultants
***BY SELECTING CATEGORY 300 YOU WILL BE REQUIRED TO ENTER A CURRENT WA STATE A&E PROFESSIONAL LICENSE NUMBER – AN ACCOUNT CAN NOT BE APPROVED WITHOUT THIS INFORMATION
• Category 400 – PERSONAL SERVICES & NON A/E PROFESSIONAL SERVICES for vendors interested in bidding personal, technical, environmental and testing services.
Notification of solicitations will be sent via email to registered and approved suppliers and contractors. Documents will be in an Adobe PDF Format.
Formal bids will continue to be advertised in the Public Notice section of the Columbian and Daily Journal of Commerce (DJC) newspapers.
WHERE TO SEND COMPLETED DOCUMENTS
Required documents including applications, contracts and insurance certificates are to be completed and uploaded online. If you experience technical difficulties, forms may be faxed to (360) 735-1565 or mailed to Port of Vancouver, ATTN: Contracts Department – eBid, 3103 NW Lower River Road, Vancouver, WA 98660.
