The Small Works Roster is for construction projects estimated at $200,000 or less. Participating in the Sound Transit Small Works Roster (SWR) program requires pre-approval which consists of the following minimum requirements:

  1. Washington State Unified Business Identifier (UBI) number.

  2. Washington State Department of Revenue account.

  3. Firm is not debarred from public works for state or federal procurements.

These requirements are applicable if the firm is a contractor with employees and will be using employees in Washington (refer to RCW 18.27.030):

  1. Contractor registration with the Washington State Department of Labor and Industries.

  2. Industrial insurance coverage (i.e., workmen's compensation) for employees working in Washington.

These pre-approval requirements are specified in the Revised Code of Washington (RCW) 39.04.350 as mandatory responsibility criteria for bidding on a public works contract in the State of Washington. Bidders shall ensure these requirements are met prior to submitting a bid.

After you register for the SWR on-line, the pre-approval process may take up to three business days. You will receive email notification once your company is approved. Those firms approved for the SWR must keep all minimum requirements information up-to-date. If information is not up-to-date, firms may be removed from the roster.
